المقدم هو الذي يقدّم من يشاء في الرتب والفضل.

Al-Muqaddim means 'The Expediter' or 'The One Who Brings Forward'. It signifies that Allah is the One who advances and promotes whom He wills, bringing certain matters forward according to His wisdom. He gives precedence to some people, events, and decrees over others. He elevates some of His servants and advances their status. Nothing happens except by His will, and He places everything in its proper order. Quran References: 'And We have made some of you a trial for others—will you be patient? And your Lord is All-Seeing' (25:20). 'Allah chooses for Himself whom He wills and guides to Himself whoever turns back' (42:13).
